Gary Palmer
President & CEO

Gary Palmer is the Founder, President and Chief Executive Officer of Government Executive Consulting Services, LLC. Gary has more than twenty years of experience in leading change, leading people, providing business acumen, building coalitions, and providing results in public and private sectors.

 

Expertise

He has demonstrated expertise in contract bid proposal preparation, contract management and administration, procurement acquisition, project and program management, financial management, human capital and resource management, knowledge management, Federal Government resume preparation, and securing Minority Business Enterprise (MBE), Disadvantage Business Enterprise (DBE), and Small Business Enterprise (SBE) program certifications.

Previous Experience

Prior to starting Government Executive Consulting Services, Gary served as Administrative Officer for the National Institutes of Health where he oversaw contract and human resource management. He developed specifications for the use in soliciting goods and services. He evaluated the qualifications of vendors and suppliers. He provided recommendations through the review, negotiation, evaluation of bids, and the proposal process. He provided recommendations to Senior Executives and Division Directors on appropriate acquisition actions necessary to obtain contract vendors. He prepared contractor assessments utilizing the Contractor Performance Assessment Reporting System. His contract experience includes Indefinite-Delivery Indefinite-Quantity, Firm-Fixed Price, Time and Materials, General Service Administration Schedules, and Government-wide Acquisition Contracts. Gary created meaningful, results-oriented performance contracts and staffing plans for Senior Executives and employees within the agency. He prepared workforce plans that supported the future needs of the agency, including consolidation, competitive sourcing, succession planning, transition planning, training, leadership development, and mentoring.  He developed and updated position descriptions, strategic performance goals, and prepared strategy to recruit and fill vacant positions.

Project Management

Gary also served as Project Manager for prominent Government and Commercial contractor Wilson Technologies (Wilson), Inc., where he oversaw waste and recycling management contracts with the Department of Commerce, the U.S. Department of Agriculture, the Army National Guard Bureau, the Department of Interior, and the National Science Foundation; moving services contract with the Department of Labor; renovation support services contract with the Export-Import Bank of the United States; and cleaning services contracts with Clark and Balfour Construction.  He assisted Wilson with securing General Services Administration (GSA) Schedules 36 (Office Imaging and Document Solutions) and 736 (Temporary Administrative and Professional Services).  Gary was instrumental in preparing proposal documentation for GSA schedules such as; executive summary, price list, discount proposal spreadsheet, past performance evaluation, and project experience summary. He prepared Request for Proposal (RFP) and Request for Information (RFI) documents to submit to Government agencies and Commercial organizations.  He prepared past performance, capabilities statement, company overview, executive summary, management plan, technical plan, and pricing documentation for RFP’s and RFI’s.  In addition, Gary prepared and secured MBE, DBE, and SBE program certifications for Wilson with the Maryland Department of Transportation, Prince George’s County Government, Montgomery County Government, Capital Region Minority Supplier Development organization, Washington Metropolitan Area Transit Authority, Washington Suburban Sanitary Commission, and Metropolitan Washington Airports Authority.

Most recently, Gary served as Management Analyst for the District of Columbia Department of Transportation where he oversaw parking meter contracts in all phases. He prepared Statement of Work (SOW) and evaluation criteria for Request for Proposals, and reviewed submitted proposals to select best-qualified contractor to perform requirements in the SOW. He ensured effective contract oversight to avoid scope creep. He monitored and reported all revenue received from all parking meters throughout the District of Columbia.

Proven Record

As a result of Gary’s vast experience above, he takes pride in putting small businesses in  position to succeed as Government and Commercial contractors by having their entities registered correctly with Government and Commercial customers and putting them in position to win contracts by preparing exceptional bid proposals.

Gary is a graduate of Bowie State University with a degree in Business Administration.
