The DC Council’s ad hoc committee yesterday afternoon released its investigators’ report on the bribery and residency allegations against Ward 8 Councilmember Trayon White Sr., with a meeting scheduled Monday at 9:30 a.m. for members to discuss the investigation and make an initial decision on whether the findings merit a reprimand, censure or expulsion.
The 48-page report — published, along with 29 supporting exhibits, in redacted form on the council’s website — concludes that there is “substantial evidence” that White’s conduct violated the DC government’s code of conduct as well as the council’s own rules. The investigation by Latham & Watkins LLP also found that there isn’t substantial evidence that White violated the Home Rule Act’s residency requirement for councilmembers despite his ties to the Ward 6 apartment building where he was arrested.
White has pleaded not guilty to criminal charges, and his trial in the U.S. District Court for the District of Columbia isn’t scheduled to start until January 2026. But the council undertook a separate review to determine whether White violated its ethics rules. Depending on what the ad hoc committee decides Monday, the full council would likely take a formal vote in mid-January — after a 30-day period for White to respond formally to the recommendation. White, who was reelected in November to another term, will be sworn into office Jan. 2.
At-large Councilmember Kenyan McDuffie — who chairs the ad hoc committee, which includes all of the legislators except Trayon White — told reporters today that he is confident in the investigation and the report, but he declined to say what he thinks the council should do. He said Monday’s meeting will be open to the public.
“I’m not prepared to say what my recommendation is,” McDuffie told reporters at an event held this morning to celebrate grants to local businesses. He said he wants to hear first from his colleagues on their reaction to the report.
