Efforts to reach Franklin for comment Friday were not immediately successful.
Franklin, an attorney, served on the council for nearly 14 years and focused on economic growth.
He joined the all-Democratic council in December 2010, serving two full terms representing District 9 until December 2018, when he became an at-large council member.
